The purpose of the Flint Healthcare Employment Opportunities Program, commonly referred to as FHEO, is to assist all residents of Genesee County, especially those residing in the Renewal Community, in obtaining training, education, and employment opportunities in the healthcare industry. Currently, the FHEO Program offers healthcare career training and education for dislocated workers, entry-level / unemployed workers, incumbent workers looking to advance up the health care career ladder, and summer youth employment readiness training.

The GFHC has been identified by Career Alliance (the local Michigan Works! Agency) as a Service Provider for the Federal Workforce Investment Act (WIA) Dislocated Worker Program (please refer to the section below titled “FHEO Program – Frequently Asked Questions” to see if you qualify as a Dislocated Worker).
Participants in our FHEO Program utilize the No Worker Left Behind Program and other training dollars (i.e. financial aid, scholarships, and Pell Grants) to support their educational pursuits.

FHEO Program Background
The Greater Flint Health Coalition (GFHC) is the lead agency for the Flint Healthcare Employment Opportunities (FHEO) Program. The Program was formed in April 2002, training its first graduating class in January 2003. Started thanks to the vision of the Charles Stewart Mott Foundation, the FHEO Program has received funding from the C.S. Mott Foundation, the Community Foundation of Greater Flint, Career Alliance, Inc., The Aspen Institute, and the United States Department of Labor.

FHEO Program – Frequently Asked Questions
How do I know if the Flint Healthcare Employment Opportunities (FHEO) Program can help me?
The FHEO Program has now expanded to offer training and education to three levels of participants:
- FHEO Entry-Level Training: For individuals with minimal or no previous healthcare training.
- FHEO Career Laddering Training: For individuals with some training or work experience in the healthcare field who aspire to “move up the career ladder.”
- FHEO Dislocated Worker Training: For individuals classified as “dislocated workers” who have been terminated, laid off, or displaced from their previous employment or industry as a result of general economic factors in the community. In addition to those who have recently lost employment, displaced homemakers who are no longer supported by another family member are also classified as “dislocated workers” and are eligible for training. (Note: Designation as a dislocated worker is provided by your local Michigan Works! Agency office.)

FHEO Program – Regional Partnerships
- Workforce Innovation in Regional Economic Development (WIRED)
- An outgrowth of the FHEO Program, the WIRED initiative seeks to assist in transforming and rebuilding the regional economy by working with communities that are part of the 13 county Mid Michigan Innovation Team, assisting in the adoption of the Coalition’s collaborative approach to healthcare sector workforce development, with the objective of providing a sufficient number of healthcare workers for the region.
- Mid-Michgan Partnership for Training in Healthcare (M-PaTH)
- The result of a United States Department of Labor award of $2 million to the Michigan Department of Energy, Labor, and Economic Growth to develop new methods to train dislocated workers in mid-Michigan, this demonstration grant, referred to as the Mid-Michigan Partnership for Training in Healthcare (M-PaTH), will initially build the skills of dislocated workers in the Flint area based on the Greater Flint Health Coalition’s model Flint Healthcare Employment Opportunities (FHEO) Program.
The Michigan DELEG has designated the Prima Civitas Foundation of Lansing as the project manager for the grant, largely based on its success in managing the Mid-Michigan Innovation Team Workforce Innovation in Regional Economic Development initiative, which covers 13 counties in the Mid-Michigan region, including the Flint area. The Prima Civitas Foundation will work with the Greater Flint Health Coalition, one of its MMIT partners, which will expand and replicate its successful FHEO Program model to train dislocated workers for careers in nursing and other health care positions. In total, 250 Genesee County dislocated workers will receive healthcare career training through this project. The Prima Civitas Foundation will incorporate M-PaTH into its overall strategy for regional collaboration and work closely with M-PaTH partners to ensure regional coordination occurs to effectively replicate this training demonstration throughout the Mid-Michigan region, providing healthcare training and education built on the FHEO Program model to another 150 dislocated workers, bringing the grand total of dislocated workers serviced through the project to 400.
