The vision of the Cost & Resource Planning Committee is to benchmark total community health care costs, demographically adjusted by age, race, gender, and income; and within specific disease states by provider type/site of service. The benchmarking of total community health care costs is to analyze both unit cost and utilization.
The outcome options the Cost & Resource Planning Committee include:
- To evaluate the status of the measurable health outcomes, objectives, and goals established in the GFHC’s 2007-2012 Goal Framework, including the measurable health outcomes for each GFHC Committee and Task Force, as determined through the self-assessment process. The status of these measureable health outcomes will be regularly reported to the GFHC Board of Directors & Executive Committee.
- To benchmark and continuously monitor total community healthcare costs (including unit cost, utilization, morbidity & mortality, chronic disease, and preventative care measures) for Genesee County, demographically adjusted overall (age, race, gender, and income); and within specific disease categories by provider type/site of service. In doing so, the Committee will implement and continue to refine a community-wide balanced scorecard process for health care costs, quality, and outcomes in Genesee County in-conjunction with the Data Review Subcommittee and the University of Michigan–Ann Arbor’s Data Management Center (Jack Wheeler, Ph.D.).
- To serve as the monitoring body for all GFHC committee and task force activities.
- To monitor requests/opportunities for local healthcare “stimulus” fund projects through the American Recovery and Reinvestment Act.
- To direct the Data Review Subcommittee’s data collection efforts.
- To direct, assess, and strategically plan for regional health information exchange (HIE) efforts & opportunities.
- To serve as the City of Flint Mayor’s Local Auto Task Force Health Care Impact Subcommittee. This role will require the Committee to develop a list of experienced and/or anticipated areas of impact on health care in Genesee County due to the auto/economic crisis of 2008/2009. This activity will result in a set of strategies and/or interventions that could be implemented collaboratively in the community by the region’s health care providers to triage the observed and anticipated impacts on healthcare delivery and health status as impacted by the economic/automotive crisis. Once the analysis is completed, a community-wide request for support to Dr. Ed Montgomery, President Obama’s Director of Recovery for Auto Communities & Workers, will be provided.
- To support President Obama’s request to the City of Flint Mayor regarding “Mayor’s for Health Reform.”
